Dear Mr Webb
Defra Consultation on the review of the EU Animal By-Products
Regulation (EC) No 1774/2002
Foodaware is most grateful to you for taking the trouble to email
us and inform us of this consultation, and provide a direct link to
the relevant texts. We appreciate this very much. As the Department
particularly seeks views on potential additions to the regulation
for consideration by the Commission, we have little to say as we have
no evidence about how effectively this Regulation is working from
a consumer perspective. The consultation makes clear that there is
little scope for change other than that which can be done under the
commitology procedures. In general, we do not support this approach
as it can by-pass valuable consultation. We note, however, that the
Government supports the proposed plan for an impact assessment and
consultation on any changes, and we would wish to be included in this.
We welcome the review. Our general view in this area is that any risk
to the public from the disposal of animal by-products should be minimised,
the legislation needs to be appropriate to the risk, and the existing
legislation needs to be properly enforced. To that end, we would support
efforts to improve the clarity of the requirements, as suggested and
only support removal of particular obligations where they are not
necessary for public protection.
